HA440 : identifying and evaluation the quality of services indicators in public health department baxsed on Integrated approach fuzzy quality function deployment and importanace-performance analysis

Abstarct: This study aims to develop a quantitative assessment frxamework for health centers as a vital section in healthcare area to translate the patients' requirements into service quality specifications. Two techniques of quality function development (QFD) and importance-performance analysis (IPA) matrix are used to evaluate factors affecting the quality of patient services and prioritize potential improvement. The patients' requirements are explored through a comprehensive literature review. These requirements are customized for the health centers baxsed on opinion of 30 experts. The interrelations between service elements are determined as well, through expert group consensus. Afterward, by applying the QFD method, the relations between the requirements and criteria are explored. Additionally, a customer satisfaction survey and some open interviews with related patients are also executed in Alborz province to priorities these requirements and provide an importance-satisfaction analysis. Finally, the importance-performance analysis (IPA) technique is employed to establish suggestion for quality improvement. This research led to the identification and priorities of improving performance in health centers according to the patient's requirements. The results of this study show that among the 14 customer needs identified for patients, three components "patient insurance coverage", "quick response and prevention of patient time wasting" and "adequate and up-to-date equipment" are the most important items. In addition, the result of IP analysis indicated that the components of "adequate and up-to-date equipment", "treatment of the personnel and the treatment staff" and "sanitary condition and cleanliness of the environment" are very important from the point of view of patients, but the organization has shown unfavorable and weak performance in those areas. This study is the first empirical attempt to benefit from the VOC in evaluating and enhancing the quality of service delivered to health centers patients. In doing so, the study applies a hybrid approach of QFD and IPA as well as other tools to highlight the improvement area and provide enhancement suggestions.
